Most people will take a break, consult with friends or another mechanic.
Are they coming back? The statistics say "not likely".
Let's imagine another situation, where a mechanic sends the vehicle inspection report to the owner’s smartphone, describes the problems found, attaches photos, details the cost of repairs and the possible consequences if you leave everything as it is.
After looking at the report, you will start asking about the problems yourself. The likelihood of your agreeing to the repair will be higher. Even if the repairs cannot be carried out right away (there is no time, or the necessary parts are not available), most likely you will return to this workshop.
Simple psychology. People trust documents more than just words, especially if the documents are understandable and contain obvious evidence in the form of photos.
